Implementation of 6% Sales and Service Tax (SST) on Fees for International Students
Dear International Students,
Please be informed that the Government of Malaysia has recently announced the expansion of SST to include education services provided to international students.
As a result, in line with the ruling from the Royal Malaysian Customs Department, a 6% SST will be applied to all fees payable by international students. This includes:
- Tuition/Course fee
- Application/Registration fees
- International student fees
- Student resource fees
- Exam fees
- Any other related charges (e.g. add/drop, instalment, resit, retake, accommodation admin charges, etc.)
Please note that certain fees and charges are exempted from SST under current regulations. These include:
- Refundable deposits
- Accommodation charges (Deposits & Rentals)
- Student pass or visa charges
These exemptions are subject to change should future government directives revise the current regulations.
Effective Date: 1 September 2025
Starting from this date, a 6% SST will appear on all invoices and billing schedules.
Important: Any payments made on or after 1 September 2025 will be subject to 6% SST, even if the corresponding invoice was issued before that date.
This is a nationwide implementation affecting all higher education institutions in Malaysia. We remain committed to supporting you and your families throughout this change.
